Herby (Herb) Lissade is a registered professional civil engineer in the State of California. He worked for the California Department of Transportation (CalTrans) as the Deputy Division Chief overseeing the Office of Maintenance Technical and Field Support (which he created).

Herby has over 32 years of varied engineering experience, 21 years of which were spent in various leadership capacities throughout CalTrans and at the Deputy Director level. He also has extensive experience working with the State Legislature and creating/managing complex contracts (emergency or otherwise).

While Herb has an extensive resume and long list of career accomplishments it is important to note his international work and experience where he served in leading capacities as an emergency, structural, infrastructural, and disaster management subject matter expert in countries like China, Peru, New Zealand, Haiti, and Japan. Specifically, in response to the devastating 2010 earthquake in Haiti, Herb formed Haiti Engineering with the support of then Caltrans Director Randy Iwasaki to create a multi-national/borderless response team to address emergency infrastructure needs.

Herb is a graduate of The Pratt Institute, in New York City, with a Bachelor of Engineering degree in Civil Engineering with an emphasis in Infrastructure. Upon retiring from CalTrans Herb recently formed his private engineering company (Tortuga Planning, Engineering and Consulting, Inc.) which provided engineering services throughout Northern California.

He Currently works for the California State Department of General Services as an Assistant Deputy Director in the Facilities Management Division.

Herb enjoys photography as a hobby, including photographing his youngest son playing baseball at the collegiate level.
